ANSWER FROM BRIAN KRUEGER:
No, it is not necessary to have a cover letter at a job fair. Just your resume and you.
You are your cover letter and would typically cover in person any of the information normally included in your cover letter.
And, by the way, you are in person a much more effective "cover letter" than the paper version.
